There is an oily film sitting on the surface
A still, shiny film on the surface is biofilm and dissolved protein collecting where there is no agitation to break it up. It matters because gas exchange happens at the surface, and a sealed surface makes a warm tank short of oxygen faster than anything else. The fix is almost always flow, not chemistry.

Test these first
Before anything goes into the tank and before anything comes out of it, get these numbers. They cost fifteen minutes and they decide everything that follows.
- Temperature — the temperature of the water itself — not of the room the tank sits in
- Ammonia — total ammonia — the ammonium ion plus free ammonia, added together
- Nitrate — the nitrate ion — note that drinking water standards are written as nitrate-nitrogen, which is a different number

How to confirmThe surface is glassy. The filter outflow is below the waterline and pointed sideways or downward, there is no air stone, and the film reforms within a day of being skimmed off.
What to doRaise the outflow so it disturbs the surface, or angle it upward. That single change usually ends the problem permanently. An air stone does the same job with more noise and more evaporation.
Time to resolve: The film breaks up within a few hours

What to doCut the portion to what disappears in a minute, then skim the existing film off by laying a sheet of paper towel flat on the surface and lifting it. Two or three passes clears it.
Time to resolve: Two to five days once feeding is reduced

How to confirmThe film appeared after tank maintenance, or after something was sprayed in the room. It is thin and iridescent rather than thick.
What to doSkim it off and rinse your forearms with plain water before they go in the tank in future. Keep aerosols away from an open-topped tank.
Time to resolve: One skim, plus a 20% water change if it is heavy

How to confirmThe film comes with a temperature above the top of the range for your species and fish spending time near the surface. Condensation sits on the underside of a closed lid.
What to doUnplug the heater before touching anything electrical near the water, then open the lid to allow evaporation and raise the outflow for agitation. Both address the oxygen side, which is the part that actually matters here.
Time to resolve: Same day for the surface, one to two days for the temperature
What not to do
These are the moves that make this particular problem worse, and they are all common. Most of them come from wanting to do something substantial when the right answer is something small.
- Do not pour anything in to disperse it. Detergents and household products do not belong in a tank at any dilution.
- Do not assume it is harmless because the fish look fine. A sealed surface in a warm tank is an oxygen problem waiting for the first hot night.
- Do not skim it with a cloth that has been washed in fabric softener.
- Do not turn the filter up so far that the tank becomes a wind tunnel. Enough ripple to break the surface is enough.
When this stops being a water question
Fish hanging at the surface and taking gulps of air is an oxygen sign, and it is urgent. Increase agitation, open the lid and test the water immediately. If the behavior continues once the surface is moving and the readings are clean, that is a health question for an aquatic veterinarian.
Keeping it from coming back
One permanent change prevents almost all of this: set the filter return so it visibly disturbs the surface and leave it there. After that it is portion control — the film is mostly protein you fed the tank and the fish did not eat. Rinsing your forearms before maintenance and keeping sprays out of the room finishes the list.
